Head of KPSN

Jeff has 43 years’ experience working in the public sector. Starting in public sector administration, he moved across to ICT in 1978 when he became the ICT Manager for a small District Council in Kent.


In 2007 Jeff was asked by Kent County Council to assist with the procurement of the Kent Public Service Network. The role included ensuring that the resulting service was available across a range of public service organisations within Kent especially small districts and boroughs.


Jeff has been responsible for the implementation and development of KPSN Services and the Partnership now since 2008. During his tenure he has seen the number of services grow from just connectivity to include wider infrastructure and security services as well as a four-fold increase in Partners using the service.


The service now supports a wide range of organisations including local government, blue lights, educational services, health organisations, SMEs and some Third Sector organisations.

He was also instrumental in creating the first accredited GCSx Aggregation Service and in assisting the Kent PSN in becoming the first recognised PSN Customer and now the first fully accredited public sector based PSN Service Provider.


During the creation of the National PSN Programme he was an active member of both the PSN Transition and Service Management workstreams and was the Chair of the PSN User Forum. The PSN User Forum is a national community of PSN Suppliers and Customers meeting on regular basis to help inform and develop the PSN.
